Earlier the classification tag has prominence, but now SE's never look for it.
Its very nice to see the posts answering SEO. The concept behind ranking well in the search engines is to get more and more quality backlinks from relevant sites. Thats the funda of SEO.
Of all the methods suggested by [B]stymiee,[/B] i would recommend to get more and more back links from the quality sites. Please do submit your site to the directories. This could help you a lot.
The content is king. It does not mean that the content should be spammed with keywords. Some say that 6-8% is good, but even with 3%, some of the sites are heading the chart.

It wont affect your PR as u are not linking to that site. Speaking about the promotion techniques....[B]cscgal[/B] has covered everything[B].[/B] I do suggest blogging, article submission which could enhance the traffic.
I believe that any search engine gives weightage to links from the related sites. I do have a site with PR0, its because of the links from only PR0 sites.

Earlier it used to be a PR6 for the links generated from daniweb forum, but these days PR0...why such a difference.? Can i know what's the current and expected PR for our forum

Truly CONTENT is the king. So better to concentrate on making the sites CONTENT RICH. Moreover normal backlinks are not sufficient. Any site requires good quality and relevant backlinks to get higher SERPS.

The site was excellent with quality content. The next step is to market it...so try to get good backlinks from relevant sites. The one-way links will help you a lot. You can achieve it by submitting to the directories and writing articles. Don't worry about PR !
It will be good to have the keywords in the title. I believe Meta tags are not considered by any seach engine.
The varied ranking/search results are due to different data centers. This specific variation not only happens with Google, but also with Yahoo.
I don't think the PR updation is uniform through out the world. It has already completed its updation process in some geographical locations. Its due in some parts.
