Yes. If your account doesn't have Read & Write access, macOS may prevent the ZIP file from being extracted. Updating the permissions through Finder can solve the problem.
Sometimes. Restarting your Mac can clear temporary system issues that may interfere with Archive Utility. If the error continues, check the ZIP file for corruption.
