Having failed to achieve the DEFAULT behaviour of 'window on top' by available software, I'm wondering if there is registry tweak (that can be added ?) to achieve that effect in Win7 - maybe based on the now-absent feature in GTalk.

UNlike Win7, Win7 Starter Pack does not display SnippingTool in Accessories. Yet c:\windows\system32\snippingtool.exe exists I could not find a SERVICE to turn it on and it is not listed amongst the tickable Window Components.
