i agree with chaky, it seems to point to the hd, but if you can put it in another computer and it works, then it could be that the ide controller on the motherboard is faulty. from the problems your describing it seems to be a motherboard issue. beep codes …
not hydravision, you want catalyst. to be safe go to add/remove programs in the control panel and uninstall ati software, then install the new drivers.
it could be a motherboard problem, its not uncommon to get a doa board. talk with the tech support of your motherboard manufacturer, see if they can help you out, otherwise rma to the manufacturer or the seller.

have you tried another x1600 to see if its your video card? did you try doing a system restore to see if it was something software based that has changed? you could possible see if your psu or ram is faulty. i dont think anything else would cause that.
just plug in an extra monitor, right click on desktop, click properties, go to settings tab, select monitor 2, check the box that says extend my windows desktop.
