I have used both PHP and ASP. Personally, I prefer PHP much better. Things are easier in PHP than in ASP.
I would recommend Drupal. I have used Drupal in the past and I prefer it better than all the other CMS. It is easy to use and customize.

I think phplinkdirectory is the best free script for web directory. Try it out.
