The Developer version of Access has a run-time compiler so you can do this, but there are significant limitations in what you can do with a run-time, e.g., no datasheet views, no macros, other issues.
I've used REMEDY and Bugzilla, and Bugzilla was easier.
Be aware: OEM merchandise can be cheaper, but often the warranty is less. Robert Bruce Thompson has a book published by O'Reilly on PC building which he updates continually through an on-line forum, excellent source for information.
Looks like Access 2003 and earlier don't have that feature, and there are multiple Office Marketplace apps for sale.
So, if I understand what you want, you want a web page which shows content from an Access database, and to enable that web page to make changes to the database. Is that correct?

OpenOffice.Org is, indeed, the place to download it. [url]http://en.wikipedia.org/wiki/Md5sum[/url] describes the way to confirm your download is accurate, as OpenOffice.Org provides an MD5 checksum for its downloads (highly useful, IMHO).
Lenovo boxen are the best, IMHO. They take abuse which break lesser machines, and they have worldwide service.
