I think part of the problem with IE7 is that its such a drastic departure from what traditional IE6 users have been used to for such a long time (in terms of appearance etc). Now with IE8 being in testing, we should (hopefully :icon_smile: ) see lots more IE7 and …
Just remember that by changing the scrollbar colours it will make your CSS code invalid and it won't work in most browsers, save IE.
Another way of learning CSS is by looking at examples - see how other websites have set up their CSS styles by viewing the code.
