You get that effect with spry accordion, a mixture of javascript and css, it is included with dreamweaver cs3 and once you get the hang of it it can be quite easy. i must admit i like the effect myself ;)

Why dont you just use a template? I may be missing something here, and if i am then im sorry. If it is just the content that changes then thats the way i would go :)
