PR is definately not everything though. A lot of webmasters get way too obsessed about it. Where you appear for searches for your keywords is much more important (as is linking with sites who will send you quality traffic, regardless of their PR). And yes, google frowns upon link farms.
I think his "viral" marketing method is spamming forums with a pretend question about viral marketing. It's one small step above the usual "viral" marketing of "LOL OMG I found this kewl site", but that's not saying much.

I think um, not using it is a good way of marketing your site. Take all the money you save and do something worthwhile with it. Heck, do something worthless with it and you'll probably do just as well.
