I found the solution. It is all over the web.. It seems Apple played a nice number on Microsoft? I followed the steps denoted on this site to fix the problem
I am happy to report that this solution, even after 2 years, still works beautifully. Iam surprised how vulnerable Vista is ... a botched Apple Safari install caused all this... Or simple uninstalling bloatware caused this. I found all this here: I followed this, but yours looks even simpler.
I found this solution, PM me from my profile for more detail Went to "Start/Control Panel/"Classic View"/Administrative Tools/Services. Indeed I find SL UI Notification Service set to "Manual" and not started.
