Page rank 4 is not a easy task to cope up with. Don't just run behind page rank instead go for more backlink generation as traffic towards site. Indirectly it will help to get good page rank.
I totally agree with you on it. There are many people out there who don't understand what importance the unique content is.

There are several off-page submission techniques for optimizing a website. Some of them is mentioned here and there are many other.
Well offcourse it helps lot to get good bakclink through blog marketing. I have blog and it give a good traffic.
