Are you sure you try on CD writer when burn CD and How old is your CD Wirtter,After some time CD writer lens automatically out of service.Replace CD writer Lens.

In this situation you don't need to move data from D: drive to C: drive ,Just install fresh Windows Xp in C: drive,select without format option when installation,This steps save your all data in C: drive.
Just check your system privileges,with this user you want login this user may have not permission of this command,Login with admin authority then try.
You just check your usb driver, in which port you attach your hard disk this port is not working .Install proper driver. Other wise your hard disk may have corrupted. Consult with hardware specialist.
