I myself do not use hotmail, but as far as I know they do not have any upgrades that require you to download anything. Be wary, this sounds like someone attempting to lure hotmail users into downloading malicious software! My recommendation: DO NOT UPGRADE.
You mentioned "some web pages," how many exactly are there? It looks like your error message is because of a .net application on the servers side, so it would be odd if you are getting it on several sites.
