Malware that reinstalls itself is almost a sure sign of a rootkit. If you can get Windows to load, then give [Sophos Anti-rootkit](http://www.sophos.com/en-us/products/free-tools/sophos-anti-rootkit.aspx ) a try. I had this same problem when I installed a new videocard. I solved it by resetting the CMOS (remove the battery for a few seconds).
