sometimes depends on how confortbale you are with setting up your system, some distro such as Ubuntu, Fedora, or Mint, are easy to install and maintain, others like Slackware, Arch, Gentoo, requires a bit more of knowledge to set up.
Pycharm is a good tool, easy to use and a lot of features available.
why don't you set up the centos repo and epel? that way it will be much easy to download and install packages.
what distro are you using? have you install the development tools packages? (if you are on fedora/redhat/centos)
