I can suggest Firefox as an alterntaive to IE and it will stop popups and has a download manager. Yes you should always have the most current IE, for secutiry reasons even if you dont use it.

Did you try googling it? also can you get the rest of the first line?

What have you done recently that might cause this? have you installed any new hardware or software? did any message popup telling you that the drivers might be incompabitle?

Honestly? My mini has to be the quietest computer I've ever owned.. my main tower puts out alot of noise... Try looking for small form factor cases, and remember, less noise means less airflow, which means more heat.
